How to Report Loan Harassment to CICC in the Philippines

Guys, kung may loan collector, online lending app, or third-party collector na nangha-harass, nagbabanta, nananakot, nang-blackmail, or gumagamit ng online abuse, may mga government agencies na puwede mong lapitan.

Isa sa mga puwedeng makatulong kapag may online threat, cyber harassment, scam, blackmail, fake account, or digital abuse ay ang CICC, or Cybercrime Investigation and Coordinating Center.

Ang CICC ay may Hotline 1326 para sa online harm, scams, and cyber-related concerns. May public reminder din ang CICC na puwedeng tumawag sa 1326, mag-message sa official social media pages nila, or magpadala ng report sa report@cicc.gov.ph. (Facebook)

Important reminder lang, guys:
Hindi lahat ng utang issue ay automatic na cybercrime. Pero kung ang collection ay may kasamang online threat, contact blasting, public shaming, fake legal threat, blackmail, identity misuse, or pagkalat ng personal information, doon mas nagiging relevant ang CICC.


Kailan puwedeng i-report sa CICC ang loan harassment?

Puwede kang lumapit sa CICC kung ang loan collector, lending app, or third-party collection agency ay gumagawa ng ganito:

  • Nagbabanta through text, call, Messenger, Facebook, Viber, WhatsApp, TikTok, email, or ibang online platform.
  • Paulit-ulit na tumatawag or nagte-text para takutin ka.
  • Nagbabanta na ipo-post ka sa Facebook or social media.
  • Nagbabanta na i-message ang contacts, relatives, co-workers, or employer mo.
  • Nagpapadala ng shame messages sa ibang tao tungkol sa utang mo.
  • Nagpapanggap na pulis, NBI, abogado, sheriff, court staff, or government employee.
  • Nagpapadala ng fake subpoena, fake warrant, fake blotter, fake demand letter, or fake court document.
  • Nagbabanta na ipapakulong ka agad kahit wala namang malinaw na court process.
  • Nang-blackmail or nagsasabing ikakalat ang ID, picture, address, workplace, or personal details mo.
  • Nagpapadala ng death threat, rape threat, or threat na sasaktan ka or pamilya mo.
  • Gumagamit ng fake account para takutin, i-pressure, or ipahiya ka.

Kung may ganitong klaseng message, huwag mo munang i-delete. I-save mo lahat.


Step 1: I-save muna lahat ng evidence

Bago ka mag-report, ayusin muna ang ebidensya mo. Mas madaling maintindihan ng agency ang reklamo mo kung malinaw ang proof.

I-save or i-screenshot ang:

  • Text messages
  • Chat messages
  • Call logs
  • Voice recordings, kung legal and available sa side mo
  • Fake legal documents
  • Threat messages
  • Facebook posts or comments
  • Messages na pinadala sa contacts mo
  • Profile link ng collector or fake account
  • Phone numbers na ginamit
  • Email addresses na ginamit
  • Loan app name
  • Lending company name, kung alam mo
  • Loan reference number, kung available
  • Date and time ng bawat incident

Mas okay rin kung gagawa ka ng simple timeline.

Example:

  • May 9, 2026, 10:30 AM — nakatanggap ako ng text mula sa isang collector. Sinabi nila na ipapahiya nila ako sa contacts ko.
  • May 9, 2026, 11:00 AM — may nag-message sa kapatid ko tungkol sa utang ko.
  • May 9, 2026, 12:15 PM — nagpadala sila ng fake subpoena sa Messenger.

Hindi kailangang sobrang haba. Ang importante, malinaw kung ano ang nangyari, kailan nangyari, sino ang gumawa, at anong evidence ang meron ka.


Step 2: Tumawag sa CICC Hotline 1326

Kung ang harassment ay nangyari online or through digital communication, puwede kang tumawag sa CICC Hotline 1326.

Puwede mong sabihin:

Good day po. May loan collector po na nangha-harass at nagbabanta sa akin online. May messages po sila through text/chat/call, at may screenshots po ako. Gusto ko po sanang malaman kung paano ito mare-report properly.

Be ready sa mga possible questions tulad ng:

  • Anong loan app or lending company ang involved?
  • Registered ba ang company, or hindi mo alam?
  • Anong number, email, or account ang ginamit ng collector?
  • Ano ang exact threat or message?
  • Kailan ito nangyari?
  • May minessage ba silang contacts mo?
  • May pinost ba sila online?
  • May fake legal document ba silang pinadala?
  • May threat ba na sasaktan ka or pamilya mo?
  • May screenshots or call logs ka ba?

Step 3: Puwede ka ring mag-email ng report

Puwede mong ipadala ang report sa:

Good day. I would like to report a possible cyber-related harassment incident involving a loan collector or online lending app.

  • Loan app or company involved: [name of loan app/company]
  • Collector number/account: [phone number, email, Facebook account, Messenger, Viber, WhatsApp, or other account]
  • Date and time of incident: [date and time]
  • Platform used: [text/call/Messenger/Facebook/Viber/WhatsApp/TikTok/email]
  • Were my contacts messaged? [Yes/No]
  • Was my personal information posted or threatened to be posted? [Yes/No]

Ito po ang nangyari:

[Explain briefly. Example: The collector threatened to message my contacts and post my personal information online if I do not pay immediately. They also sent threatening messages and used fake legal claims to pressure me.]

Mayroon po akong screenshots, call logs, chat messages, and other evidence. Please guide me on the proper next step.

Step 4: Kung contacts mo ang minessage, kunin din ang screenshots nila

Guys, very important ito.

Kung ang collector ay nag-message sa contacts mo, relatives, friends, co-workers, employer, or kapitbahay, paki-request na i-screenshot nila ang message.

Mas okay kung kita sa screenshot ang:

  • Name or number ng nag-message
  • Date and time
  • Exact message
  • Platform used
  • Profile link, kung Facebook or Messenger
  • Any threat, insult, or shame message

Ito ay importanteng evidence, especially kung may contact blasting, public shaming, or unauthorized disclosure of personal information.


Step 5: Kung personal data ang ginamit or kinalat, puwede rin sa NPC

Kung ang issue ay tungkol sa personal data mo, puwede ring pumasok ang National Privacy Commission or NPC.

Halimbawa:

  • Minessage ang contacts mo about your loan.
  • Ginamit ang contact list mo para takutin ka.
  • Pinost ang picture, ID, address, workplace, or loan details mo.
  • Nagbanta na ikakalat ang personal information mo.
  • Ipinasa or ginamit ang personal data mo in a harmful or abusive way.

Ayon sa NPC, kung ang personal information mo ay na-misuse, maliciously disclosed, improperly disposed, or may violation ng data privacy rights, may right kang mag-file ng complaint. (National Privacy Commission)

Step 6: Kung lending company or OLA ang involved, puwede rin sa SEC

Kung ang harassment ay galing sa lending company, financing company, online lending app, or third-party collector nila, puwede rin itong i-report sa Securities and Exchange Commission or SEC.

Mas relevant ang SEC kung ang concern mo ay:

  • Abusive collection practices
  • Harassment by lending company or collector
  • Unfair collection behavior
  • Misleading legal threats
  • Fake government or court documents
  • Unauthorized contact sa ibang tao
  • Public shaming related to loan collection
  • Threats connected sa paniningil ng utang

Step 7: Alamin kung saang agency mas bagay ang complaint mo

Para hindi nakakalito, ganito mo siya puwedeng tandaan:

  • CICC — kung may online threat, cyber harassment, blackmail, scam, fake account, or digital abuse.
  • NPC — kung ginamit, kinalat, pinost, or ipinadala sa iba ang personal data mo without proper basis.
  • SEC — kung lending company, financing company, online lending app, or collector ang involved sa abusive collection practice.

Minsan, puwedeng higit sa isang agency ang relevant. For example, kung ang loan collector ay nag-threat online, nag-message sa contacts mo, at lending company ang involved, puwedeng may angle sa CICC, NPC, and SEC.


Maraming borrowers ang natatakot dahil sa mga ganitong message:

  • “Ipapa-blotter ka namin.”
  • “May pulis na pupunta sa bahay mo.”
  • “May warrant ka na.”
  • “Blacklisted ka na sa NBI.”
  • “Makukulong ka kapag hindi ka nagbayad today.”
  • “Pupuntahan ka namin kasama ang barangay.”
  • “Post ka namin sa Facebook.”
  • “I-message namin lahat ng contacts mo.”
  • “May subpoena ka na.”
  • “May kaso ka na agad.”

Guys, huwag agad mag-panic.

Hindi ibig sabihin na may utang ka ay puwede ka na nilang takutin, ipahiya, i-blackmail, or i-harass. May tamang proseso ang paniningil. Hindi dapat ginagamit ang threat, public shaming, fake documents, or online abuse para maningil.


Step 9: Gumawa ng simple incident report

Para mas organized ang complaint mo, puwede mong gamitin itong format:

  • Name:
  • Contact number/email:
  • Loan app/company involved:
  • Collector number/account:
  • Date and time of incident:
  • Platform used:
  • What happened:
  • Exact threat/message:
  • Were your contacts messaged? Yes/No
  • Was your personal information posted or threatened to be posted? Yes/No
  • Evidence attached: screenshots, call logs, chat messages, profile links, recordings if available.

Good day. I would like to report a loan collector who is harassing and threatening me online.

The collector contacted me through [text/Messenger/Viber/WhatsApp/call/email] on [date]. They threatened to [message my contacts/post my personal information/report me to police/file a fake case/harm me or my family] if I do not pay immediately.
